The Start-Up Visa Is Paused: What Founders Can Do Now

October 2026·6 min read

The Start-Up Visa Program is paused and closed to new applications. Here is what IRCC says, what that means for founders, and the realistic alternatives, including entrepreneur PNP streams.

The current status

IRCC announced on December 19, 2025 that, effective December 31, 2025, it would stop accepting new Start-Up Visa Program applications, except from applicants who held a valid commitment from a designated organization made in 2025 and had not yet applied. It also stopped accepting applications for the optional Start-Up Visa work permit, apart from extensions by people already in Canada.

IRCC’s program page, updated in July 2026, lists the program as paused and states that it is closed to all other applications. Applicants with a 2025 commitment certificate had to apply by June 30, 2026. Mahyar will confirm the current status of every program at assessment.

What this does not change

  • Founders can still immigrate to Canada. The pause affects one program, not all of them.
  • Provincial entrepreneur streams remain a primary option for business owners.
  • Employer-based and skilled-worker routes are still available if your profile fits.

Alternatives to consider

RouteFits when
Provincial entrepreneur streamYou will start or buy a business in a particular province and can meet its investment and residence expectations.
Intra-company transferYou already own or run a foreign multinational that will open a Canadian entity.
Express EntryYour profile scores competitively on skills, language, and education.
C11 entrepreneur work permitYou want to run a business temporarily and can show a significant benefit to Canada. It is not a route to permanent residence on its own.
Alberta Foreign Graduate Entrepreneur streamYou hold a foreign degree and want to start a business in Alberta; applicants apply through a designated agency. Check the current AAIP rules.

How to think about the choice

A founder who planned a Start-Up Visa application typically had an innovative business idea and the prospect of a letter of support from a designated organization. That profile does not map neatly onto every alternative. Provincial entrepreneur streams generally expect the founder to operate a business in the province and to invest, which is a different commitment.

The right move depends on your resources, your business, and how flexible you are about location. An assessment can identify which alternative actually fits rather than leaving you to guess.

Be wary of anyone still selling it

Advertisements for Start-Up Visa packages while the program is paused should be treated with caution. IRCC also says it is not currently designating new organizations. Ask for current confirmation from the official source before paying anyone.

Frequently asked questions

  • Will the Start-Up Visa Program reopen? IRCC lists the program as paused and closed to new applications. Check IRCC’s program page for the latest status rather than relying on rumours of a reopening.
  • Can I still use a letter of support? Only if you held a valid 2025 commitment certificate and applied by the June 30, 2026 deadline. IRCC says the program is closed to all other applications.
  • What is the closest alternative for a founder? Provincial entrepreneur streams are the standing substitute for many founders. Others may fit through Express Entry, an intra-company transfer, the C11 permit, or the Alberta Foreign Graduate Entrepreneur stream if eligible.

How this looks in practice

A hypothetical founder had planned to apply under the Start-Up Visa Program and learns that it is paused and closed to new applications. Rather than waiting for a reopening, she reviews her profile and her business. She finds that she has the resources to commit to a provincial entrepreneur stream and the willingness to live in the province.

She also considers whether her Express Entry profile could be competitive on its own. After comparing, she focuses on the route that matches her situation. Her business idea stays the same, but the pathway adapts to what is actually available.

Questions to bring to your assessment

  • What is the current status of the Start-Up Visa Program?
  • Which provincial entrepreneur streams fit my business and resources?
  • Does my skilled-worker profile give me a competitive alternative?
  • Is the C11 permit or an intra-company transfer relevant to my case?
  • How should I avoid paying for services that rely on a closed program?
