An Educational Credential Assessment is a report from an organization designated by IRCC confirming how your foreign education compares to Canadian education standards. It doesn't grant you a Canadian degree — it translates your existing credential into a form IRCC's points system can score. Without one, foreign education generally cannot be counted toward your Express Entry Comprehensive Ranking System (CRS) score at all.
When you need one
You need an ECA if you completed your education outside Canada and want that education to count toward your Express Entry profile — this applies to the large majority of US-educated applicants as well as those educated elsewhere, since a US degree is still 'foreign' from IRCC's perspective. Canadian-earned credentials generally don't require an ECA. Some provincial nominee programs and other pathways have their own credential assessment expectations, which can differ from the Express Entry requirement.
How to obtain one
IRCC designates a specific list of organizations authorized to issue ECAs for immigration purposes — World Education Services (WES) is the most commonly used for US applicants, though others exist.
