Ontario Immigrant Nominee Program (OINP): The Workforce Priority Stream for US Applicants
Ontario has closed its earlier nominee streams and now selects through a single Workforce Priority stream. How the employer-led, points-based process works and what it means for US applicants.
The program has changed
Much of what has been written about Ontario’s nominee program describes streams that no longer accept applications. The OINP’s own page, updated in July 2026, states: "The OINP is changing. The new Ontario Workforce Priority stream has now launched, and all other streams are now closed."
That means the Employer Job Offer, Human Capital and Business streams that older articles describe are closed. Anyone planning an Ontario nomination should read the current OINP pages rather than rely on older guides, and should treat this article as a snapshot of the position when it was written.
How this looks in practice
A hypothetical data analyst in the US had planned to rely on her federal profile and a human capital route into Ontario. When she reads the OINP’s page, she learns that the only open stream is the Workforce Priority stream and that it starts with an Ontario employer registering the business and describing her position.
She changes her plan: she researches Ontario employers in her field, asks whether any would support an application, and compares the position with provinces that still run streams without a job offer. Reading the current page first saved her months of planning around a route that no longer exists.
Who the Workforce Priority stream is for
According to the OINP, the stream is open to skilled foreign workers who have a qualifying job offer and work experience in a National Occupational Classification (NOC) occupation. Self-employed physicians can also apply without a job offer. Other self-employed professionals are not eligible.
How the process works
The OINP describes an employer-led, points-based process. The steps below follow its page for the stream.
- Your employer starts the process by registering their business and providing information about your position, and the employer’s job offer must be approved.
- You register an expression of interest within 30 calendar days of your employer submitting the job offer, and receive points under the scoring factors.
- If you are invited, you must submit your application within 17 calendar days of the invitation.
- Candidates in TEER 0 to 3 occupations, and self-employed physicians, can opt to be nominated through Express Entry. If accepted, the nominee receives an additional 600 CRS points.
- IRCC, not the OINP, makes the final decision on permanent residence.
What this means for a US applicant
The employer relationship is now the starting point. Without an Ontario employer willing to register and support you, there is generally no route into this stream, apart from the physician exception. A US professional who previously hoped to qualify on profile alone through a human capital route should not assume that option still exists.
It also changes how Ontario compares with other provinces. Several provinces still run streams that do not require a job offer, so a candidate without an employer may be better served elsewhere, while a candidate with an Ontario offer now has a single, clearly defined route.
Common pitfalls
- Relying on an older guide that describes closed streams
- Missing the short deadlines for registering an expression of interest or filing after an invitation
- Assuming an employer’s interest is enough before the job offer has been approved
- Treating nomination as the end of the process when IRCC still decides the permanent residence application
How to prepare over the next 30 days
- Read the OINP’s current Ontario Workforce Priority stream page, not older guides
- Identify Ontario employers in your field who might support an application
- Learn the deadlines for registering an expression of interest and for applying after an invitation
- Check whether your occupation falls in TEER 0 to 3 for the Express Entry option
- Keep a second province or federal route in your plan
Quick answers
- Do I need a job offer for the Workforce Priority stream? Yes for most applicants. The OINP says your employer must start the process by registering their business and providing information about your position. Self-employed physicians are the exception and can apply without a job offer.
- Are the older OINP streams still open? No. The OINP’s page states that the new Ontario Workforce Priority stream has launched and all other streams are now closed.
- What are the deadlines? You must register an expression of interest within 30 calendar days of your employer submitting the job offer, and if invited you must apply within 17 calendar days of the invitation.
