Yukon and Northwest Territories Nominee Programs: The Northern Options

October 2026·6 min read

The territories run small, employer-driven nominee programs with their own rules. When a northern pathway makes sense and what is different about it.

Small programs, specific rules

The Yukon Nominee Program and the Northwest Territories Nominee Program serve territories with small labour markets and significant demand in sectors like healthcare, construction, hospitality, and public services. Their streams are generally employer-driven.

Because the populations are small, a handful of nominations can matter a great deal to local employers. That is why employer relationships sit at the centre of these programs, and why an applicant without a job link is at a disadvantage.

What stands out

  • A job offer from a territorial employer is usually the starting point. In the Yukon, only employers can submit applications for the Critical Impact Worker, Skilled Worker and Express Entry streams, and the employer first submits an expression of interest that the government ranks against its annual priorities.
  • In the Northwest Territories, the Employer-Driven stream covers entry-level and semi-skilled, skilled worker and NWT Express Entry categories, and from 2026 it uses an expression of interest that employers submit on behalf of a candidate. The Francophone and Business streams are handled separately.
  • Allocations are small compared with the provinces, so planning around timing is important.
  • The northern cost of living and climate are real considerations for relocating families.
  • Territories seek public input on their programs from time to time, and rules can change as a result.

Who it suits

People who already have a job offer or a strong employer relationship in the territories, and who are comfortable with remote living, may find a clearer route here than in large provinces.

It can be a good fit for workers in trades, health care, and services who value community and outdoor life. It is a harder fit for someone whose career depends on a large urban market.

Practical points

  • Check how the employer endorsement process works in the territory you are considering
  • Learn about housing and living costs before committing
  • Confirm professional licensing requirements for your field
  • Keep a second pathway open in case a stream pauses or fills

A scenario worth walking through

A hypothetical US nurse has spent summers in Yukon and is attracted to the idea of living there. She finds an employer in a territorial health service and learns that the nominee program expects the employer to support her application.

She considers practical factors, such as housing, winters, and distance from family, and speaks with people who live there. Her decision rests as much on whether she wants the lifestyle as on whether she qualifies. That is a reasonable approach for any northern move.

Questions to bring to your assessment

  • Do I have or can I realistically find a territorial employer to support me?
  • Which territory and stream best match my occupation?
  • How do I feel about northern living for the long term?
  • What licensing steps apply to my profession in the territory?
  • What is my backup if the allocation fills or a stream pauses?

Common questions, answered

  • Is a job offer required for the territorial programs? Typically yes. These programs are largely employer-driven, so a territorial employer who is willing to support your application is usually the starting point.
  • Can I move south after becoming a permanent resident? Permanent residents have mobility rights, but nominees are selected on the basis that they intend to settle in the territory. Be honest about your plans rather than treating the territory as a stepping stone.
  • Do the territories run expression-of-interest systems? Some streams have used them, and processes change, so check the current process on the Yukon or Northwest Territories program page for the stream you want.
